This is almost certainly one of the "Congressional Limited" train sets, newly equipped with Budd-built stainless steel cars in 1952. Several GG1s including the 4913 were painted tuscan red (matching the letterboard stripe on the cars) for service on these trains.

This unit lasted into Amtrak, sadly in black PC paint by then, Saw it on the Corridor many times.
