That is a remote-control(Locotrol) radio receiver car(note the firecracker antennae on top). This car was a boxcar conversion by the Southern Railway Sistem. Any locomotive could be M.U.'ed with this car & run as slave unit(s). Only Locotrol equipped lead engines, identified by black on white numberboards, could control the slaves. The mid-train slave concept was developed in the sixties & well into the Norfolk Southern era post-merger. This method has been replaced by distributed power unit(DPU) operations, with each locomotive equipped with microprocessor controlled Harris Locotrol equipment.

Jim, Allen wrote a very nice overview of the purpose of this car. This former standard box car contained the electronics to convert any locomotive on the roster into a slave to the master unit leading the train. If my memory is correct, these cars were standard on a pair of manifest trains on the Atlanta-Washington main and quite normal on coal trains all around the south.
